Phnom Penh: From factory owners and administrative staff to security at Hoplock (Cambodia) CO LTD, located in Trapaing Bruy Village, Bek Chan Commune, Ang Snuol District, Kandal Province, continue to persecute union movements and consistently use all kinds of tactics, including threats, intimidation, and the arbitrary dismissal of workers.
On August 14, 2025, Hoplock abruptly dismissed a worker named Loy Chan from her job and attempted to use violence against her, which is completely contrary to participating in the successful implementation of the One Enterprise, One Peaceful Community Policy, which the Cambodian government, especially the Ministry of Labor and Vocational Training, is paying the utmost attention to.
Hoplock has been a frequent perpetrator of discrimination and harassment against trade union freedoms, particularly threats against employees who participate in the trade union movement. The Hoplock Company has arbitrarily and without cause terminated workers, which is in clear violation of Cambodia’s labor laws. The actions of Hoplock have nothing but destruction to undermine the Ministry of Labor’s commitment to achieving the “One Enterprise, One Peaceful Community” policy.

In this regard, the Collective Union of Movement of Workers would like to point out that the Hoplock company has often been a perpetrator against trade union movements, and that the administration and security of Hoplock have been the direct perpetrators of discrimination and attempted violence against all workers who participate in the trade union movement. These actions constitute serious human rights violations.
Regarding this case, the Collective Union of Movement of Workers requests that the Ministry of Labor and Vocational Training, which is the guardian of all workers across the country, investigate the Hoplock company, a company that has committed illegal acts and undermined the policies of the government and the Ministry of Labor, especially bringing justice to all workers.
